Bechtel National Inc. (BNI), as part of the Northrop Grumman Corp. team, is preparing to deliver the U.S. Ground-Based Strategic Deterrent (GBSD) system of inter-continental ballistic missiles and launch infrastructure. GBSD is a vital U.S. Air Force program designed to modernize the nation s aging force of intercontinental ballistic missiles, which make up the ground element of the nuclear deterrent. As part of the Northrop Grumman GBSD nationwide team, BNI will provide launch system design, construction, and integration. Role Overview:

  • Reports to and receives guidance from the BNI GBSD Project Security Manager (PSM).
  • Assists the BNI GBSD PSM with oversight of security activities and programs at GBSD VAFB Job Site locations working with Construction and other site management teams. Serve as senior advisor and point of contact for all BNI GBSD VAFB site security matters at the direction of the GBSD Security Manager and under the daily supervision of the VAFB Site Manager.
  • Assists with the planning, coordinating and implementing BNI security strategies for the GBSD VAFB site to include management of all aspects of the physical, information, and personnel security functions in support of Construction and turnover activities.
  • Supervises construction activities of Sensitive Compartmented Information Facilities (SCIFs) at GBSD VAFB job site locations in accordance with 32 CFR Part 117, National Industrial Security Program Operating Manual (NISPOM), and ICD 705, Intelligence Community Directive-Sensitive Compartmented information Facilities.
  • Along with BNI GBSD PERSEC Representative, supports personnel clearance activity for all cleared BNI GBSD and supplier personnel at GBSD VAFB. This also includes coordination for all VAFB site badging for BNI personnel.
  • At the direction of the BNI GBSD Security Manager, liaises with client security personnel, local, state, and federal law enforcement officials regarding GBSD security issues, incidents, or concerns at GBSD Jobsite locations at VAFB and support facility locations.
  • Audits, assesses, and surveys BNI security programs at GBSD VAFB and provides assistance to project and client management as needed.
  • Supervises investigations of acts against BNI personnel, property, or other interests at the GBSD VAFB site locations
  • Develops and maintains close relationships with Construction and site management teams to help plan, organize and direct the activities of on-site security staff and ensure their actions comply with legal and regulatory requirements as well as meet corporate and customer needs.

Job
Responsibilities:

  • Assists with Security Incident management, badge recovery, badge reconciliation, investigation efforts, Security reporting, training, awareness activities, security assessments, and act as liaison with client and/or Government entities and subcontractors on badging and other security requirements at GBSD VAFB.
  • Develops GBSD VAFB security policies and procedures that meet contract requirements and implement BNI best business practice.
  • Authors and/or supports the development of the GBSD VAFB SCIF Construction Security Plan, SCIF Pre-Construction and Construction Checklists, IAW applicable policies, directives, manuals and procedures.
  • Performs assessments to ensure project personnel are complying with security requirements and ensure Project security awareness is effective.
  • Interfaces with GBSD VAFB management/staff, customer security personnel, and other Air Force or VAFB security personnel regarding security related interests (e.g., badge approvals, policy issues, lost/stolen badges, security incident reporting).
  • Interfaces and provides back up support to other GBSD security personnel on an as needed basis to ensure appropriate coverage and compliance.
  • Provides management and oversight to uniformed subcontract security force acting as Subcontract Technical Representative.

Basic
Qualifications:

  • Bachelor s degree in the related Security field and 9 years of professional experience in a Security function, or other directly related experience, Or in lieu of a degree, 15 years of related experience in Security field.
  • Experience managing/supervising Sensitive Compartmented Information Facilities (SCIFs) and classified programs.

Minimum
Qualifications:

  • Good oral and written communication skills.
  • Solid reasoning skills and the ability to work in a team environment.
  • Working knowledge of policies, procedures, and requirements affecting GBSD and USAF/DOD, to include, Foreign National Visits and Assignments, Operational Security, PERSEC, PHYSEC, and SCIF Management, and working with both classified and controlled unclassified information.
  • Experience with risk management, quality dashboards, and metric reporting systems.
  • Experience and demonstrated skill in conducting research, investigations, and assessments.
  • Must currently hold a USG Secret or clearance.
  • Must be able to complete and pass a pre-employment drug screen, physical and background check which includes verification of employment and education.
  • Must be able to obtain a Department of Defense badge for access to the GBSD VAFB locations.
